To be free, someone else must toil on your behalf. In other words, you must control someone else's labor (via money, land ownership, or outright slavery) to be free. In any society, the members of the ruling class are free, because the masses are effectively forced to toil on their behalf.
America is no exception, despite what our elementary school teachers may have taught us. America was never free unless you were part of the elite class. And that's still 100% true today.
Freedom for everyone is a mathematical impossibility. The work has to be done by someone. Freedom is a zero sum game: if I have more freedom, it means someone else has less freedom.

When most Americans could fully participate in all the things that free people should have the rights to do in America. I really can't see America being more fully free until the 1964 Civil Rights Act.
