Are there any people appointed by Trump who you think will likely disappoint him by doing what's against his opinions (for better or worse)?

(The question is completely neutral, though I thought of it after reading about the UN ambassador's speech at the UN Security Council about Russia.)

He has no idea what they are really supposed to do with their agencies... so, nobody will disappoint him. They'll be great! So great, we'll beg him, stop having them be so great!
