When everytime there are sports riots, do you see cops arresting everyone when the first rocks are thrown? Fo the most part, Sports fans burn and throw rocks for hours before riot police arrive and they disperse.
This obviously wasn't a sporting event. The University fully expected riots and got exactly what they expected and didn't lift a finger to stop it until they realized their own buildings were going to burn down. Then they became concerned and had a different tune.

That's a highly debatable opinion, my friend. Nonetheless, we still don't know most of the facts regarding this riot. By the way, the riots started very quickly and they started to burn university property and throwing rocks on the campus police right away.
