In Florida for a Hurricane the people need to provide an ID to get sandbags to avoid scammers from getting free sand bags and then selling them for money to people in need.

State doesn't mean County or was it the Governor holding a town hall meeting? Was it their ID or someone else's. Was it checked or just a false ID held up in the air!
