What would be fair in terms of tax burdens across income groups?

Everyone 20 and over pays a certain percentage.

Take a census of people over 20.

Force the government to make a budget, or they get no tax income.

Divide the budget by the census number. That is your tax per person.

If you want two or three tiers based on income - OK.

Small detail. It is not theft. Theft means illegal.

For income tax I would go by percent of ownership of this country. IE top 1% own 40% or whatever and pay 40% of the income tax.

That being said, I am for universal health insurance (with modest copays and deductibles as gatekeepers) that is paid for by payroll taxes split 50/50 between employee and employer. Part time or full time its a straight percentage that EVERYONE pays with no deductions or credits.

Legalizing something doesn't change what it is.

If something is taken from you against your will with threat of imprisonment if you do not comply, how is that not theft? Just because something is law does not mean it is morally right or should be legal.

You're free to leave the US anytime, there are lots of countries where you pay no taxes. Of course most of them have no infrastructure and are engulfed in civil war.

small detail, you don't know what you are talking about.
Here's the definition

the taking of another person's property or services without that person's permission or consent with the intent to deprive the rightful owner of it.

Horrible ideas. Cut government spending, cut taxes. Problem solved.

As a retired expat who retains US citizenship, I pay income taxes on all my income. Because of that, I'd prefer a VAT tax on sales of goods and services in the US, doing away with income tax.
