This time probably not. I'm no fan of Trump. Bit what is, is. Fan or not. Like this or not, this is something he can do. (Unlike other things he's trying to do)

Unfortunately, he can do that also. I do NOT support the building of the wall and I hope the opposition remains strong but if he gets Congress on board he can indeed do this.
The legality of something isn't based upon ones political beliefs but rather, for good or bad, what they are.
If I read this right, all he did was ask for a review of the lands. Its a EO which means nothing. Just like the other 28 EO's they are meant to deflect and to give the impression that he is doing something other then playing golf.
They are also there to deflect from his Russia problem.
From the very beginning of our Republic, a well-educated citizenry was thought to be essential to protect liberty and the general welfare of the people. Even before the Constitution was established, the Land Ordinance of 1785 and the Northwest Ordinance of 1787 included responsibilities of the nation for an education system. Education has long been considered a national concern by the federal government. Through federal action, education has been encouraged and financially supported from the first Northwest Ordinance in 1785 to the present. Article 1, Section 8 of the Constitution granted Congress the power to lay and collect taxes to provide for the general welfare of the United States. It is under this “general welfare†clause that the federal government has assumed the power to initiate educational activity in its own right and to participate jointly with states, agencies and individuals in educational activities.
The troubles initially began with the Louisiana Purchase which established the federal government as the direct administrator of immense amounts of non-state land. However, the ideological justification for permanent federal ownership really began to gain influence by the late 19th century as many Americans, including influential economists of the time, began to adopt ideologies that saw centralized government as necessary for regulating the economy. We see these ideological leanings in the creation of the Interstate Commerce Commission in 1887 which was initially created to regulate the railroads. Over time, the ICC became the inspiration for a host of other federal regulatory agencies that began to appear by the early 20th century.
The lands administered by the four major agencies are managed for many purposes, primarily related to preservation, recreation, and development of natural resources. Yet the agencies have distinct responsibilities. The BLM manages 248.3 million acres of public land and administers about 700 million acres of federal subsurface mineral estate throughout the nation. The BLM has a multiple-use, sustained-yield mandate that supports a variety of activities and programs, as does the FS, which currently manages 192.9 million acres. Most FS lands are designated national forests. Wildfire protection is increasingly important for both agencies. The FWS manages 89.1 million acres of the U.S. total, primarily to conserve and protect animals and plants. The National Wildlife Refuge System includes wildlife refuges, waterfowl production areas, and wildlife coordination units. In 2015, the NPS managed 79.8 million acres in 408 diverse units to conserve lands and resources and make them available for public use. Activities that harvest or remove resources from NPS lands generally are prohibited.
Some LEGAL executive orders (unlike many of Trumps) are being changed via legal executive order so that lands protected by the federal government for everyones benefit is being handed over to be sold to big business as the 1% needs not just more income, but more resources.
Lets be honest about this. Half your statement is based the original order being illegal, which it wasn't. If it was then it should go through the court so we have future precedent.
If the original EO was legal, how can this EO be NOT legal?

Ironic that land-grabber Trump, a worshiper of Eminent Domain, which he used whenever possible to enrich himself, is now calling national parks a "power land grab."
We'll probably end up with as many Trump hotels and golf courses that can he can cram on those lands.
