Ahmad Musa Jibril is an Arab-American Islamist preacher who has reportedly influenced Westerners to fight in the Syrian conflict.* From his home in Michigan, Jibril produces Internet lectures that advocate a Salafist version of Islam that praises jihad, although he doesn’t specifically call upon his followers to join jihadi groups. Jibril has directly praised Syrian rebels, comparing them to those fighting on behalf of Islam in the religion’s early days.* A 2014 report by the International Centre for the Study of Radicalisation (ICSR) found that Jibril “adopts the role of a cheerleader: supporting the principles of armed opposition to Assad.”

There are over 3,000 people currently under 24 hour surveillence in the UK, each subject costs over £500,000, so that's around £1.5 Billion, enough to pay for around 50,000 police.
There are also many more people of interest, however not everyone can be put under 24 hour surveillence so choices have to be made.
Furthermore the vast majority of surveillence is carried out by the Security Service (MI5) who have sopecialist units backed up by Police Counter Terrorism Units and Special Forces as well as GCHQ and the Secret Intelligence Service (MI6).
In recent years these agencies have been given substantial new resources and attacks are reguarly succesfully stopped, especially high level attacks, however low tech attacks and lone wolf attacks are often more difficult to prevent, and the Security Services have to make choices in relation to 24 hour surveillence resources.
The Security Services were given substantial extra funding last year following the Paris attacks, there have been significant increases at MI5 (Security Service), MI6 (Secret Intelligence Service) and GCHQ (Government Communications Headquarters).
But come on now Trump claiming the 90 day ban will stop things like this from happening is naive, or just plain lying to us all.

And that 90 day ban would have expired by now. Where's the review of the immigration vetting process. You tell me they can't do it without the 90 day ban. That's bull.
