Maybe because practice started around 6:30 a.m., and few spouses or lobbyists were present?? What lobbyists seek out senators practicing baseball at dawn? What spouses are that dedicated, or are free of work or home or family responsibilities that early in the morning?
Most of the other civilians nearby seem to have been visiting the dog park with their pooches, not watching baseball practice.
It all seemed like a very normal early morning..until the shots rang out.

He wasn't there as a lobbyist. He's been part of that team since he was a Congressional aid. He was a former baseball player who was coaching the team.
Well, because one of the Representatives had two DC police officers in attendance - as part of his security? I'm not clear on that - but they were armed, & took the sniper under fire, called for backup & presumably called for medical services too.
If the security escort were actually sitting in a car (what I understood from coverage), as security they should have been @ least glassing anybody that looked out of place @ the game. Preferably physically separated, on high ground, one or both of them alternating walking the venue while the other stayed on overwatch, on the air with their tactical comms, & checking in with their dispatch from time to time for any updates that might affect them or their charges.
Otherwise, as I understood it, they did the right things: Yelled @ their charges to take cover, took the perp under fire when he wouldn't drop his weapon. If they had a long rifle to hand, one of them (the better shot?) should have gone to fetch it, & any tactical vests, reloads, flashbangs, smoke grenades, helmets - you know, anything they had that they could bring to bear in the time available - basically until backup showed up.
