After the food stamp rolls swelled for years under the Obama administration, fresh figures show a dramatic reduction in states that recently have moved to restore work requirements.

States were allowed to waive those rules for able-bodied adults thanks to the 2009 economic stimulus. As the rules loosened and the economy sputtered out of the recession, food stamp enrollment soared to record levels – peaking at nearly 48 million nationwide in 2013.

But while that number has dipped gradually in recent years, some states have moved aggressively to push recipients who can work back into the job market and, in due time, off the program.

Alabama began 2017 by requiring able-bodied adults without children in 13 counties to either find a job or participate in work training as a condition for continuing to receive Supplemental Nutrition Assistance Program (SNAP) benefits.

the number of those recipients declined from 5,538 to 831 between Jan. 1 and the beginning of May – an 85 percent drop.

I never believed those will work for food signs.

This refers to what USDA calls ABAWDs, Able- Bodied adults without children, which generally speaking comprises a small percentage of SNAP beneficiaries.

When unemployment in a state or county within a state exceeds 10%, the state may CHOOSE to apply for an exemption to the federal work requirement rule which limits ABAWD beneficiaries to a maximum of 3 months, every three years.

All but one state CHOSE to apply for a waiver during the recession and aftermath. The benefit for ABAWD segment is about $135/ month.

Typically what happens when a state or some counties within a state no longer qualify for a waiver, the Governor calls a press conference to announce they are are going to impose work requirements. Most never mention the state CHOSE to waive the work requirement in the first place and no longer qualify to do so, going forward. It is rare that a media will take the opportunity to make clear the state CHOSE to waive work requirements for ABAWDs and no longer qualify to do so. Talk about a spin.

Children, senior and disabled, in that order, comprise 2/3 of all SNAP participants and are exempt from the work requirement, per the 1996 Welfare Reform.

Be aware Alabama and all but one other state CHOSE to apply for an exemption to the 1996 Federal Work Requirement as applied to Able-bodied Adults without Dependents. This was not something forced down the throats by big bad federal government.

Be aware states with counties that no longer qualify for the work waiver have been restoring the work requirement for years. Governors typically use it as an opportunity to demonstrate they are getting tough and requiring welfare recipients to work as opposed to the truth- counties or in some cases, the entire state no longer qualified for an exemption.

2/3 of SNAP beneficiaries are children, seniors or disabled and have been exempt from work requirements all along. Among households benefitting from SNAP, 75% had reportable income.

I'd like to see disability numbers. That's the hustle. All of us can see the explosion of homeless and the closing of retail stores all over the place.

There is a reason why food stamp levels soared in 2013. The federal government starts its FY on October 1. In 2011 and 2012, the Obama administration sent the Secretary of Agriculture, Tom Vilsack, out to PROMOTE food stamps. Why? The 2012 election.

This comes from Tom Vilsack, the Secretary of Agriculture, in his own words on Morning Joe back in August 2011.

I posted it in 2011:

"U.S. Agriculture Secretary Tom Vilsack backed a White House claim that food stamps, which the Department of Agriculture administers, actually constitute a stimulus program, describing it as 'the most direct stimulus you can get into the economy during these tough times.' 'The reason the number of recipients has increased is that the federal government has been working more closely with local governments to get more Americans on food stamps,' Vilsack said."

What Vilsack and the Obama administration is really doing is making more people dependent on the federal dole to stimulate Democrat voting.

"According to CBO, in the years ahead the share of the population that participates in SNAP will fall back to 2008 levels."

So to sum it up, put a whole bunch of additional people on food stamp rolls so they vote Democrat to keep their freebies, then cut the same number of people off the food stamp rolls to make it look like you are cutting spending and that it happens AFTER Election Day. Once you are in for your second term, you don't care.

And the news media just rolls over and plays dead.

I guess all those lazy republicans in the southern TRUMP RED STATES figured Trump was going to get them jobs so they stopped applying for food stamps and welfare that they've been abusing for years.
