Ummm.... CNN and other news organizations regularly publish editorials from across the political spectrum. CNN in particular is known for having loonies on from both sides in the name of "balance."
Yeah, sounds to me like CNN is covering the issues by providing a platform for voices other than their own. Unlike, say, breitbart or infowars.
Maybe the OP is just used to one-sidedness, and thinks the fact that CNN is willing to publish more than one point of view is somehow a bad thing.
The fact that it is published in the opinions section and has a disclaimer on each opinion piece explaining the political biases of the writers and clearly stating that they are intended to be the opinion of the writer and not CNN should make that completely clear.

Let's see they are both editorials, one from someone who works at the Washington Center for Equitable Growth, one from the Cato Institute. Two organizations with very different ideologies, shocking they would differ on it....

The first and last one are opinion pieces, both of which have a disclaimer stating clearly that the views expressed in them were the views of the author and not CNN (you didn't even read your own links...).
The second is a report, obviously. It's not an opinion piece and just points out things that might be happening.

I think ordinary literacy is sufficient to understand the word 'opinion'.
