I don't know. You might want to ask Trump's attorneys who spent days on the talk show circuit insisting that he never helped to craft that statement. They made a point of saying that over and over.

Because it's illegal to work with a foreign adversary to get dirt on your political opponent and use it to swing an election. Especially if you're offering them something in return, like say lifting sanctions.
