No, we just have to remind them that 46% of California is federally owned land and they can't take it with them and everyone who is a California citizen and is staying is fired from their federal jobs. Then, let them CalExit.
We let the US Senate and House throw a joint going away party for Nancy Pelosi and Diane Feinstein while the Republicans celebrate the loss of 55 Democrat electoral college votes for the 2020 presidential election.
We tell them if they want to enter the US, they must have a visa/passport and go to the back of the line if a few of them want to become US citizens again. Give them some time to get their own flag and put up a few statues and put out their wildfires by themselves. Then we send in the marines and invade them, pillage and plunder (we'll take their wine and their oranges and you know, maybe a couple of surfboards and some plastic surgeons and destroy any safe spaces). We put their leaders in prison.
Except for the gangs, they probably won't have any guns seeing as how they will have disarmed all of their citizens with Extreme Gun Control. Then we dissolve California permanently and redistribute their land to other states or you know, sell it to the Russians or Chinese to help pay down the national debt.
