No one apologized for not being able to arrest him. Why would you do this? The officer even notes that there isn't much they can do.

I think the poster's main question is, why aren't the cops arresting the rock thrower? He is clearly breaking the law and damaging private property.

I live in the NYC area, so I know the reason all too well. The NYPD are lazy. Unless you are robbing or murdering someone, they just don't care. Arresting him would be too much paperwork.

Huh? The police source says, "cops’ hand were tied". There is little if any difference between saying that and saying, "sorry, we're not allowed to arrest the guy for flying his flags, much as we'd like to."

Yes, he was stating basic facts that there was nothing the police could do. As Sgt. Friday would say. "Just the facts".

Nothing the police can do. The landlord is the only one with the legal power to get the flags removed.
