They have a guy on video throwing rocks at the windows and making threats. But instead of arresting him the cops apologize for not being able to arrest the tenant?
No one apologized for not being able to arrest him. Why would you do this? The officer even notes that there isn't much they can do.

I think the poster's main question is, why aren't the cops arresting the rock thrower? He is clearly breaking the law and damaging private property.
I live in the NYC area, so I know the reason all too well. The NYPD are lazy. Unless you are robbing or murdering someone, they just don't care. Arresting him would be too much paperwork.

Then they should have left it at that. I wonder that also.

Huh? The police source says, "cops’ hand were tied". There is little if any difference between saying that and saying, "sorry, we're not allowed to arrest the guy for flying his flags, much as we'd like to."

Yes, he was stating basic facts that there was nothing the police could do. As Sgt. Friday would say. "Just the facts".
The flags have been up for over a year according to neighbors and now all of a sudden everyone is offended. Lol. More fake left wing hysteria.
Although I don't like with the flag stands for, that man has every right to put a flag in the window if he likes UNLESS he's violating the lease rules.
I can't believe that someone hasn't broken the window and taken the flag down themselves. Or people haven't grabbed him off the street and beat his ass to a pulp daily until the flag disappears. You have to be insane to do something you know will intentionally provoke people. Especially in an urban area with a large diverse population, this guy could disappear one day without a trace and nobody outside his family would even notice or say something if they did.
Would you condone this?
No, people have to be little immature snowflakes if simple symbols enrage and incite them to violence.
Don't we criticize Muslims for committing violence on others simply for drawing pictures of Mohamed?
What makes an intolerant American who cannot control his/her emotions any better?
there's never an unprovoked Police shooting around when you need one
