Knowingly harbors is the standard. Only way that can happen is if you write it down.

And in generally you cannot ask without violating fair housing laws.

This might be correct but there's no law that says you have to ask someone if they are illegal. If you don't ask, you don't know. You can't profile and you certainly can't assume that they are. You also open yourself up for a discrimination lawsuit just by asking.

Actually, a new landlord will ask for your driver's license and not sure but maybe your SS card also. The driver's licenses in Calif. for an illegal alien will be different than a citizens or legal immigrant as on the license it will say "Federal Limits Apply". No other type of license will say that. So the landlord does know automatically that he is renting to an illegal alien.

California is on the Mexican border, unlike all of the states in the Pacific Northwest. It's people, through their elected representatives, have spoken: they don't see deport-able aliens as a problem.
