Those of us who have to work for a living are already paying. Many at the top don't pay anything.

Society. Most people in our city, county jails and State prisons, belong in a mental institution. They keep them there because there are no mental institutions. We pay for them one way or the other. Brick & mortar, vs. chaos. Either way, we pay.
