We really had not had many incidents that put it on the radar, the shooting here in Texas put the issue to the front of the line, as did the shooting in Vegas putting bump stocks on the hit list.

So, this all came out due to the shooting in Texas and action was being taken to fix the issue. I wonder (not really) why these 3 "gun free zone/anti gun" states decided to sue now?

It's a hard one. Brown cooperating with anything at the federal level is odd.
Actually Bush signed the NICS Improvement Act in 2007 after Virginia Tech . . . which was supposed to force states and the federal government to report all pertinent data to the NICS.
After Sandy Hook Obama issued his 23 Executive Memorandum and numbers 1, 2 and 3 were demands / initiatives that states and the federal government report all pertinent data to the NICS.
And now in 2018 we have another law being discussed because the 2013 Obama EM failed to fix the failure of the 2007 law which failed to force the same original reporting mandates in Brady back in 1994 / 2004.
I think it is a great idea that these cities are suing the feds. Philly actually has an argument on standing because the NICS check is used when a License to Carry a Firearm is issued.
The NICS has been undermanned and underfunded. Mistakes are bound to happen. Until we address this problem, any new laws regarding background checks is meaningless.
Let's overwhelm an undermanned and underfunded organization with background requests and give 'em just three days. And if they fail to respond in time, well, we gave it a shot. Our hands are clean.
