I understand that working is important for making money and for society, but I strongly dislike our "live to work" mentality in the US. My former supervisor used to criticize people for taking vacation, acting as if they are lazy. Such a disgusting attitude.

Most good Bosses encourage you to take a vacation. They are wise enough to know it refreshes you and will help you be more productive with a better attitude.
So work 28 hours if that's how much you want to work. Just don't expect to be paid for 40 hours. I know being paid for what you worked is an outlandish concept to the left but that's how the world works.
If you want all of those "free" benefits EU countries have you'll have to tax the '47%' who don't contribute in the US. Those other countries you idealize so much don't have people who don't pay federal taxes.
I wonder if they'll be able to work 28 hours, then the rest of the work week with overtime pay? It is VERY hard to lay off people in Germany, and most other European countries, so I don't know how this company will offset costs to remain profitable.
And if they can make ends meet in Germany with 28 hours of pay more power to them. If I could I would.
