We can theorize a million scenarios and what do we know -- he says personal reason...do you know if he has cancer, his wife has cancer, he got offered a job making buckets more....none of us know...so all your theories aren't credible.
Even in your post -- you don't know if he is being 'squeezed out' -- or just leaving. It could very well be the attacks on the FBI means that no body who has half a brain can bother to work there and all you will get are puppets willing to play along with The White House as long as they have a pay check -- that seems to be Trump's goal right now.

Looks like they are doing some house cleaning to soften the blow before its released.

It's not softening the blow, these people know what's coming, and are hoping that their leaving will allow them to escape without being fired, or prosecuted.
I believe you are seeing retirements. Just like in every other area of the economy.
After 31 years I took the money and benefits. These guys can do it after 20 years, then go private sector.
They usually give a minimum 2 week notice.
