From what I read, it is an 'informal' deal, worth 3.9 billion.


I imagine that once formal contracts are drawn up, there will be, as usual, provisions for cost overruns, etc.

So it went from $5 billion down to $3.9 Billion not including cost overruns which will probably take it back up to $5 billion. LOL but go ahead a cheer for your hero.
