Bush Sr. didn't amount to much.

Reagan pulled the rug out from under working people, lowered taxes on the rich and raised them on the rest of us. The there was the whole Iran-Contra business that likely started with a backdoor deal to keep the hostages in Iran until his inauguration.

Bush Jr. lied us into wars to satisfy his his military-industrial backers. Economy crashed on his watch.

The last Republican president to leave the nation in better economic shape than he found it was Eisenhower.

Democrats haven't been any better.

Truman, JFK, LBJ, Carter, Clinton and Obama weren't any better.

LBJ lied us into Vietnam and brought us the big welfare state that has destroyed the black communities and minorities.

JKF was incompetent and almost got us into WW 3 and was a sexual predator. Nixon was a saint next to JFK.

Clinton should have been impeached and sold out the working class with NAFTA and ruled as globalist.

Carter was a weak incompetent President

Obama doubled the National Debt and brought us Obamacare and sold out the working class by being a globalist puppet for Wall Street.

He couldn't even win the primary in his own state.

Republicans, the party of patriots, fiscal responsibility, balanced budgets, law and order, traditional values, … have sold their souls.

As others point out, he is likely trying to become the alternate to Trump in 2020
He knows he would likely NOT win his primary in 2018 and wouldn't run as an independent against the D and R nominees for Senate...
