I don't think you read your link very well...they attribute more people in CA due to new babies being born and people from foreign nations moving in....

Jetsuite is leaving Santa Monica airport because the Santa Monica airport is closing down by 2028 and the airport will be turned into a park. The airport already shortened the runway in preparation for the shut down. Shortening the runway resulted in a sharp downturn in jet traffic including JetSuite flights.
