"Jack Sawyer, a former student, carefully detailed his plan to shoot up the school in a journal entitled "The journal of an active shooter." It listed who he wanted to kill, like the school resource officer, saying, "I'm intending to just blow his (expletive) head off before he can even draw his gun or think about what's happening.'"
It's a tough legal concept - we don't want to penalize people for what's merely in their heads or even on paper, but it's unconscionable to wait until the attempt is made. Getting this kid some mental help (and keeping him away from guns) might be the best outcome, but I'm sure glad it's not on me to make that decision.

Sawyer said he was inspired by the Columbine massacre and wanted to top the death count in the Virginia Tech mass shooting. He also kept a diary, titled “Journal of an Active Shooter,” in which he discussed his motives and preparations......Police said Sawyer told them he was intent on carrying out the shooting and law enforcement could only delay him.."
