Every government must do whatever is in its national interests at all times or risk destruction.
To a government, racism isn't an end, it is a means to an end. If racism can serve the national interests, it will be exploited.
But not only can racism be exploited by the government, anti-racism can be exploited as well. A fear of racism can be useful for centralizing government authority, and paving the way for globalism, through large-scale immigration which will slowly break-down national borders.
It is pointless to discuss what Killer Mike wants because it will never happen. In no way would such an act be in the national interests of the United States. The confiscation of land by the government, maybe. But not a transference to blacks.
In the first case, it would probably lead to Civil War. And in the second-place, it would lead to starvation and economic-destruction.

Lincoln thought we would be better off if whites and blacks were separated because there would never be peace between them. And so long as whites and blacks lived together, there would be no end to racism, distrust, and hatred, which would often lead to crime, violence, and a lack of cooperation. Which would create a dysfunctional society, that would not work together for any common good. And would constantly be trying to sabotage itself.

A self-described socialist nearly won the largest political party in the US's nomination. The majority of millenials consider themselves socialists. It is entirely plausible that we end up with a socialist government in our lifetime who would consider plans like this.
