Complaint from the Left about Property Taxes: They are unfair because they are used to fund education, which favors richer neighborhoods over poorer neighborhoods.
Complaint from the Right: Why am I having to pay the government for the right to own my own house (that I already paid for!)? Sometimes it's even higher per year than I was paying for my mortgage.
Assuming that we abolished property taxes altogether and funded education, etc, with other means, how would we do this so that schools would be funded as fairly as possible (though I do like the idea of letting local control more decide how the funds would be raised than having some statewide top-down approach applied to everyone)?
If one wanted to raise that same amount just increase the excise tax. In reality, overall, there would be less taxes to pay as we the people dont have to fund the property tax division.

Me suspects that public education shouldn't be funded by the "property taxes," but by the State ( or Federal funds,) where those aforementioned property taxes should be sent to.
And then redistributed in the equal manner for all school districts.
But this is of course if the idea of "equal opportunities" sounds appealing to you to begin with.
If you however like to talk more about the "hood rats," the "leeches" and the rest, then leaving everything as it is works just fine.
I should pay a tax on things I use. I don’t use public schools, I should pay less. Fuel excuse taxes supposed to pay for roads. If not, do away with them. Use the police, pay a percentage based on calling for them. And so on.

The bolded.
Of course, we would be paying more in state tax in order for the state to fund the education system, but I do believe it is a fairer approach.
Fwiw, I don't mind paying property taxes, but I do have an issue with property taxes being used to fund our school districts.

Uh.. the bolded wouldn't work. I don't think anybody wants to be in a position to call the police.
Wouldn't this deter a good samaritan from calling if they see somebody trying to break into a neighbors house? Or if they have a prowler? They would be like, hmmm, nope, can't risk paying a surcharge because I called the police.
And don't even start with something like "oh but you could scare away a prowler if you came out with a loaded AK blah blah blah".
I wouldn't expect say, a disabled, elderly or teen person to do that rather than call the authorities.
