Usually this means a change in legal strategy. I'm guessing he's cooperating and will hire attorneys to help negotiate a deal. But who knows, really?
Also--even if Trump pardons Cohen, NY will go after him and there are no state pardons Trump can issue.

Trump will be impotent. He cannot pardon those found guilty by the state, where a lot of the Trump family illegal activities took place.

I would forgive Cohen everything if he spilled on Trump completely including his tax returns, where all Trump's loans have come from and all Russian interactions.

I really don't think Mueller is focused only on Trump -- I think if he thinks there was a mob-like RICO operation going on with laundered money and promised favors to the Russians, he wants to unlock and expose it all. And he should. One of the cornerstones of American government is you shall not conduct public policy for personal enrichment. I'm not sure Trump is capable of true public service. Trump is programmed to cut backroom deals that make money for himself and strokes his ego.
