The difference is, I believe Ford opened up a production line offshore (near Manchester in England in 1911) in addition to the existing factories in the U.S.

The company is shifting some production of motorcycles for European customers out of the United States to avoid EU retaliatory tariffs.
Just like Toyota, BMW, Kia, Hyundi and a host of foreign manufacturers set up manufacturing here.
Harley is expanding it's production, not moving it. To better serve the Euro market that desires Harley's and the market there is ready for overseas production.
The expansion will improve Harley's production numbers. Those bike will not be imported here. Or they would be hit with a TARIFF.

It is a company expansion. The company is growing and learning how to tame the global market.
Harley has been planning and moving to this overseas expansion for a decade. The tariffs are just a push to make it happen quicker than scheduled.
The motorcycle market it taking a beating across the board. Millennials ,for the most part, have zero interest in motorcycles, so I've read.
