History is full of examples of cruel and unusual punishment not only not stopping crime but also being abused by those that dole it out.
Only the ignorant would advocate going back to that. Especially when other countries with better safely nets have significant improvement in dealing with crime rates.
It is cruel and inhumane and I don't give a damn what anyone stole, I wouldn't want their hands cut off, even if they stole from me. As long as they didn't steal a human.

Although I’m against Islamic belief in general, I think they have a certain good penal code that could be implemented. One of the punishment is cutting hands of the thieves.
I think that if somebody commits a serious crime and proven and serious theft, cutting their hands is a fair and good punishment. Yes, it’s harsh - but if you don’t want your hands to be cut off, simply don’t steal. Theft crime rate will drop down significantly. If you were prepared to rob a bank or store, you would think twice. I don’t think anybody would be brave enough to do so with this punishment.
America does have capital punishment in some states, so it’s really worse than having hands chopped off. At least they’ll still be alive.
Personally, I'd rather be dead than have my limbs cut off. If you're dead you don't suffer anymore, at least here on Earth. What is up with you this desire for "strongman" rule?

Quality of life is the whole point. The quality of life in a society that chops off body parts for punishment would be so low that I would NOT live in it. That's right, I would die first.
