My answer to the OP is simple.

Because that's what the two states residences have voted for.

If they choose to raise or lower their taxes it's no business of mine.

I don't live in either State, but I'd say Wyoming is far more desirable than California as far as a place to live.

I have been to both California and Wyoming and have family in both states.

California is far and away the better place to live IMHO.

Bingo.

Wyoming residents are subsidized by California residents. Why?

Let each state keep the income tax collected in each state and run their own programs, pay their own senators and representatives, ...

Each state would pay a 1/50th of the what it costs to handle federal government things, like national defense, interstate highways, upkeep on the WH, ...

Not sure how the national debt gets paid off this way, but I'm sure there is someway to make this work out.

Wyoming isn't even one of the most subsidized states.

Kentucky, West Virginia, Alabama, Mississippi, South Carolina, Arizona, Alaska, Montana, Tennessee are all higher on the list.
