Are they feeding her the lines? Are these pre-planned canned responses that she will just merely read once the already known question is asked?
I haven't watched her at any length, and haven't noticed this. But it's possible that she (rightly) feels herself to be under attack so much that she keeps notes for herself on how to respond. Maybe she's very rigidly restricted as to what she's allowed to say.

When she went after Acosta last week she was off the cuff at first but definitely ended up reading her well prepared notes. And good for her.
Better to know your enemy and be prepared for their attack.

News events and has pre-written responses. Interesting how she's always on the defensive before she is even asked the question. She knows what's coming.
