Here lies your first problem. In Chicago, it's most likely than not that people who aren't in police or security uniform that are armed aren't legally able to be armed.

As I keep trying to tell you, the bulge, the way you carry yourself, the way you walk, and the way you act are all specific and afticulable facts. This isn't a hutch. What I just listed are common indicators of someone being armed. There are even videos on it.
Again, the bulge, the way he carried himself, the way he walked, the way he acted, and the area he was in was enough to justify reasonable suspicion.
A trained eye can in fact tell if you're carrying a firearm. Also as I just listed before, he had the mannerisms of someone carrying.
Show proof he was carrying illegally. They knew him and did a quick background check?
The dude was activily trying to draw his weapon and shoot them. If you can manage to not draw on police, you should be good and not be shot.
