Not only that, it's efficient. Check the court dockets for people who need to be arrested and just meet them there. The only thing better is those fake prize setups some departments do and the perp just walks in on their own.
For me is, while such an ICE arrest may or may not be compliant with California state laws, does such an arrest comply with both the spirit and letter of the U.S. Constitution? Of course, federal constitutional interpretation can be twisted or corrupted to fit the agenda of a specific party.

The real consitution weighs in around ten pounds where the SCOTUS twisted or corrupted it with opinion and not many have read it all.
