Given that the number of midwives along the border has increased to help deliver anchor babies, is it too far fetched to believe that someone is taking it a step farther and started giving out fake birth certificates to babies born in outside the US?
When a DA or a judge is caught doing something beyond the scope of their job to convict an innocent person, doesn't that color all of the results from their past convictions? Don't they get looked at under a microscope?

It's pretty bad to think that some states can allow citizenship in the rest of the country based on their own political climate isn't it? Just like someone not liking that one state is cracking down, other people can be concerned that other states may be allowing people to become or remain citizens because they fit their political agenda.
The use of midwives is a long-standing tradition in the region, in part because of the cost of hospital care.

The burden of proof is met with the presentation of a birth certificate. At that point, the State Department's denial requires that the State Department offer proof to validate its claim that the person in question is not a citizen. The State Department cannot invalidate a birth certificate. Only the state can do that. And the state can only do that through a legal process proving fraud, case by case. The state cannot invalidate every birth certificate that was issued on the basis of the testimony or affidavit of a midwife, even though the midwife was shown to have perjured herself, it has to go through the midwife's records and can only invalidate the birth certificates shown to be fraudulent. If the state cannot show a birth certificate to be fraudulent, then the state has to stand by the birth certificate. And if the state stands by a birth certificate, then the federal government has to respect that birth certificate, and issue social security numbers and provide any other federal services (like passports) based on that birth certificate. The federal government here is simply opening itself to more lawsuits, which it will lose.
