It's hard to tell how permission is given to use Air Force 2.
In researching, it appears it's not a specific plane, but one of a couple in a fleet used primarily by the Vice President and other dignitaries, and the First Lady.
In this article, it appears that media can fly onboard but have to pay a fee, and dignitaries also have to pay for their food on board Air Force 2 - which is called that when the Vice President is aboard the plane.
I am unable to determine who exactly designates the plane for use by "other dignitaries", and whether it's the job of the president to micromanage the plane's use.
So Trump treats McCain like crap while he's alive, refuses to honor him with the flag at half mast, tweets out insults and then go plays golf during the cathedral service, but we're supposed to say what a great guy Trump is because he lent the McCains an airplane Pence uses?
Not only do those plains belong to the American people they are part of the United States Air force the Head of the Air Force can approve the flight .
