This is of course Fascism 101, the enemy has to be omnipresent and powerful - this is why you need a strong man in charge and why dissent is traitorous. But the enemy is also weak, effete, and bears within him the faiblesse that will lead to the strong man being victorious. Keeps the followers on a constant emotional see-saw between feeling victorious and victimized. It's a very old recipe, and it works.
