There are certain things like military that we should never try to save money on. You wouldn't try to save money on things that protect you and your family, would you? So why would you not do the same for the country?
Nobody forced Obama to initiate drone strikes over much of the Muslim world. Nobody forced him to put known ideological neocons into key positions of influence and power in State and the Pentagon. Nobody forced him to give Israel a free hand in Gaza and the occupied strip. Nobody forced him to help the French and British destroy the wealthiest country in Africa (Libya) and turn it into an ISIS stronghold. Nobody forced him to encourage Ukrainian Nazi’s to attack ethnic Russians without consequence. Nobody forced him to pursue a ’tilt to the Pacific’ aimed at isolating China with the inevitable blow-back. Nobody forced him to interfere in Syria with the aim of getting rid of Assad. Nobody forced him to continue a policy of isolating and undermining progressive democratic governments in South and Central America. He’s proven very good at giving the notion that all these things ‘just happened’ as he sat back looking on. I don’t buy it.
After trying to stomach part of Obama's recent campaign speech trying to take credit for this booming economy, jobs returning to the US and new trade deals being worked I had to wonder what happened to the Obama who wondered how this was all going to happen.
He was clueless then on how to make the economy strong and now he wants credit. If it was up to Obama, we'd raise taxes and go back to the old 1% growth.

When you read the history of long lived empires, from Rome to the British Empire, a common characteristic they all have is an acute awareness of how to manipulate local dynamics in order to maintain control without expending too much manpower. Ironically, the US military seems to completely lack this capacity. In fact, rather than being in charge, a common feature seems to be that US military power is all too easily manipulated by local powerbrokers for their own ends.
The economy is stronger with less government reaching into the peoples pocket, to redistribute the wealth to unproductive people with way less value in society. Along with less pressure of that boot on your throat, of regulations and red tape keeping ordinary people from the upward mobility of self employment.

The jobs referenced in the OP video are largely gone. Our Dear Leader wasn't able to save them.
As for manufacturing jobs in general, the trend line turned at the end of 2009. Manufacturing jobs have been slowly rising ever since. However, they have not reached the levels of 2000, much less the greatly decreased levels of 2008. Many of those jobs require greater levels of training just as Obama indicated in the video. Bottom line Our Dear Leader has yet to change the trend lines in place prior to his Presidency.

1. Job growth under Obama was stronger than under Trump so far.
2. GDP growth under Trump so far has been no different than Obama's last 7 years.
It's really sad how the Trumplings have to make up these "facts" in order to prove something to themselves.

You do understand, right, that the beginning of a new president's term, the economy is due to was he inherited from his predecessor?
