Why? When do you stop counting? PR says they are still not fully recovered, do we continue to count until they say they are recovered?
I don't think you ever have a deadline on when you stop counting, I'm not sure why one would think there should be one. If someone dies as a result from the hurricane, it should be counted as a hurricane death.

1, 2, 3, 4, 5, 6, 7, 8 or 9 years down the road? Well, he/she was in the hurricane 8 years ago, so lets attribute that death also....
