Silly question -- you might be able to find the full parameters if you really were concerned about the integrity of the report.

Why? When do you stop counting? PR says they are still not fully recovered, do we continue to count until they say they are recovered?

I don't think you ever have a deadline on when you stop counting, I'm not sure why one would think there should be one. If someone dies as a result from the hurricane, it should be counted as a hurricane death.

I'm not really sure why this is really argumentative, and why we're even discussing this.
