I've actually never heard Trump explain anything. It reminds me that some people described Bill Clinton as the explainer-in-chief. By contrast, Trump hadn't even been able to grasp the Republican health care proposal, so was unable to explain it even to his own supporters.
But I'm serious that I've never heard him explain anything. He'll give you an opinion, spout some insults, and then mention a plan, usually a vague grandiose one. But I've never heard him actually explain background, rationale, or procedure on anything.
