Exactly.

Relaxing pollution controls and mine safety regulations is not going to change the long term prospects for that industry, but it could still kill more than a few people on the way down ...

No, he would only hire the illegal immigrants he rails against, unless the coal miners are willing to work for less than minimum wage.
