Three similar situations. Only 1 of these 3 kept his job. And I will preface this by saying that I do find Bill Maher somewhat funny even though he is on the opposite side of the political spectrum.
1) Bill Maher is not HBO's employee. He is an independent producer. They can't fire him, they can only decide to no longer air his show.
2) HBO can have whatever standards it pleases for the shows it carries. Maher is bringing in an audience, and that's what HBO cares about. Remember, his previous show was called 'Politically Incorrect'. Being offensive is his schtick.

Bill Maher did get fired in the politically correct days following 9/11.
Megyn Kelly got too much push back from her own co-workers, who were shocked that someone of her position would think that people in blackface were okay. Then there were her comments on Fox about Jesus and Santa Claus being white, and it's pretty clear she is fairly clueless and in over her head at NBC.
But she's gone now, and her comments won't even raise an eyebrow at Fox. She should beg for her old job back. Too bad Roger croaked, I'm sure a pole dance would probably do it.
