Just to be safe (just a few weeks ago a high school principal came under fire for using the full word to explain to a student why he could not play a certain rap song during a basketball game; the song was filled with the "N word").
However, this does not apply to other races/ethnicities.

Everyone, apparently. How many times has this scenario played out now? Someone uses the word ******, appropriately, without any hint of malice, in the context of some discussion. Racist idiots, oblivious to context, are "outraged" because the speaker is white. Pathetic apologies ensue which may or may not save the speaker from ruin.

Well then you would probably want to concentrate on rap music, most used word is nig***. Next most used words are bitc*** and ho**.
