They both are supposed to accomplish the same goal. It is not like these are divergent things. If you want a wall why would you not want e-verify? e-Verify can be done far quicker than a wall. As far as that goes, why shouldn't that be done first?

The last attempt at e-verify was stopped by senators from agricultural states. Reasonably, without easy movement of laborers their constituents are going to be hurt. So you have to solve that too. E-verify might actually be easier accomplished on a state level. Arizona has an e-verify law that was upheld by the supreme court so there's a start.
