In a move that challenges President Trump's description of a national emergency, the governor of New Mexico ordered the withdrawal of the majority of the state's National Guard troops from the U.S. border with Mexico on Tuesday.

Gov. Michelle Lujan Grisham announced the partial withdrawal shortly before Trump's State of the Union address. "New Mexico will not take part in the president's charade of border fear-mongering by misusing our diligent National Guard troops," Lujan Grisham said in a statement.
Trump announced at the SOTU that he would be sending additional troops.
The DOD made an earlier deployment announcement right after it had testified to Congress on threats to US security but with no mention of troops:

“The Members of the [House Armed Services] Committee would have been extremely interested in discussing what the 3,500 troops going to the border in response to DHS’s latest request will be doing there,” Smith said in a statement, referring to the Department of Homeland Security. “This is a violation of the executive branch’s obligation to be transparent with Congress, which oversees, authorizes, and funds its operations.”
