No that isn't it at all. It is about choice and freedom. It's about Nanny state over reach. If you don't like meat then don't eat it. Not judging you. To each their own. That said don't push your belief systems or dietary demands on me.
I live in a place where fish and rice are the primary staples. Many if not most dishes use cilantro. I hate cilantro. Hate the smell and the taste gags me. Fortunately I can request my food made without it. Choice is a wonderful thing. I know those kids have a choice. They can always pack their own lunch. except that in many schools that isn't allowed.
I wonder if Mr. De Blasio is also skipping meat on Monday?
Progressive (Democrats) don't like freedom, and liberty. They NEED to be told what to do so expect others to want that also. They want government to tell them what to do, and when to do it, and are comfortable with Nanny State control of their lives. Very typical in the northeast, and left coast. Not so much elsewhere in real America.

But realistically, letting people do what they want won't lead to sustainable practices. It just won't.

Since there is no proof that not serving meat on Mondays or even the existence of meat itself poses any harm to the environment, maybe the real purpose of de Blasio's edict is to teach the children the meaning of "fake news"
The meat industry is incredibly wasteful and energy intensive. By all means, continue eating meat, but you shouldn't misrepresent things, either.

But I didn't saying anything false. We won't choose sustainable choices if given the choice. There are centuries of evidence to support this.
