Does the Government have a responsibility to provide a minimal level of housing and benefits for all U.S. citizens? Even for otherwise normal people who dropped out of high school and were never able to keep a steady job?
Never works as in Captain Couch Potato? No, at least until low end jobs disappear entirely. I have a lot of respect for Willy Walmart who tries to make his way and little for Captain Couch Potato.
As long as we operate under the Federal Reserve that does all it can to keep the wealth of the rich boosted, I am not going to concern myself over the poor.
There is a cost to having homelessness. Programs that reduce that cost by providing the cheapest possible food and shelter may be worth it. There should also be a very clear difference in how people who will work and just fell on hard times are treated vs. people who refuse to work even if they are capable. All preference should go to those looking to get back on their feet and take care of themselves, the others can have the scraps that are leftover if it reduces other cost enough to break even or save money.

Why or why not?
I cannot speak for others, but can say I believe our society and American culture expects able-bodied people to stand on their own two feet, and have responsibility for themselves and their offspring.
That said, those who are physically in firmed, whether it be the old or others with genuine disability do need our help.
A humane culture takes care of those who cannot take care of themselves, not leave them defenseless to the wolves.
However this thread is focused on those who would rather sit in the row boat and watch others labor, all the while they are using up resources of those laboring to reach a destination.
This would never be tolerated in those type of circumstances, nor should it be tolerated in our society.
Whether it be through mandatory work or even forced participation in charitable events, they must have some skin in the game. There should never be a free XYZ for those able to give something back to society, but are too lazy or selfish to do so.
Sure if the person is a dope head or booze hound, they need to be in a program to try and get them clean.
We all make choices in this world, and America did not become the richest and most powerful country the world has ever known, by coddling the able-bodied in our society.
