President Trump is making an effort to reach out to black voters in order to make sure they are aware of how beneficial his policies are to their well being. Of course not all of them will hear his message, and not all who hear will listen. But some will, because President Trump's colorblind policies ARE beneficial to black people and will be even more so as he moves into his second term.
The campaign’s pitch to African Americans is simple: Ignore the president’s words and instead focus on his policies, like the state of the economy and the low unemployment rate, the passage of criminal justice reform or the creation of Opportunity Zones, which are meant to bolster investment in underserved or poorer cities.
When Trump took office in January 2017, the unemployment rate among blacks was 7.7 percent. Friday’s jobs report pegged it at 6 percent for July.
“Do I think some of his verbal formulations are in artful? Yeah,” said Ken Blackwell, the former mayor of Cincinnati, former Ohio Secretary of State and a top Trump transition official. “But for me, as a domestic policy adviser during the Trump transition, it has been all about the agenda, a set of results and tomorrow. You have to believe his policy agenda flies in the face of the false narrative of the racist-in-charge.”

Of course the Democrat left and their supporters in the mass media do not like this kind of effort by Trump and his administration - even though they would call him a racist if he did NOT make this effort. Because if Trump were to be able to hive off even 8-10% of the almost totally devoted support of black voters to his side, the Democrats will not have even the tiniest chance to win this election.
But this message is not designed to appeal to the radical militant hardcore Democrat left. It is designed to appeal to people who have been very badly served by the Democrat left and their 'Policies" for over 50 years running.
It is time for a change and some of these people are going to be smart enough to realize that.

What constitutes "very" successful in your mind?
If Trump achieves 5% better support from blacks in the 2020 election, that would be huge. If he achieves 10% better support in the 2020 elections, that would be "very" successful in no uncertain terms. And that would absolutely be enough to be truly devastating to Democrat chances to win in 2020.

Seriously? Trump's campaign is saying "ignore his words"? So they are acknowledging that what he says to minority voters is offensive? That's is quite a campaign message there. Never seen anything like it.

Democrats want to bring in millions of illegals by decriminalizing border crossings and giving them free healthcare... money that could have gone to help Black communities. I feel like the main message from the debates is Democrats will work hard to help Amer... illegals!

It's quite a message. It's like saying "I know I say terrible offensive things and I want to keep saying them because I like it, but...ignore all that."

It depends on whether all of these people are so blindly devoted to tribal loyalty based on the standards of Democrat left proclamations of the requirements of "Politically correct" speech that they refuse to take into account the results and outcomes of the policies promoted by Trump vs those promoted by the Democrats in the large Democrat controlled urban centers for over 50 years running, or if many of them are cognizant of the absolute, stunning failure of the Democrats who have run these areas over that time and are willing to embrace those policies that will enbable them to do better - which are being promoted by President Trump.
I think many of these people are a lot smarter than you give them credit for. Maybe I am wrong. Sadly, you have to be right about that for me to be wrong. We will see.
Not everyone has to hear or listen to this message for this outreach to be effective. If 5-10% of these voters turn to support Trump, that would be HUGE. If many of them even become more aware and more thoughtful and decide to stay home, that will have a similar effect.
