It is essentially the same strategy as 2016 -- suppress the black vote. His campaign explained in back then. It is not about intimidation and purging voter rolls and reducing voting opportunities such as early voting. The GOP leaves that to states. Rather, the Trump campaign seeks to instill apathy or even distaste for the Dem candidate using targeted media and, in 2016, the help of the Russians in spreading fake news. We see it already in the attempts to smear Biden and Harris over their "racial" record. Trump doesn't need black voters to vote for him, just for them not to vote at all. It worked in '16.

However I do agree that there is a crime problem with Baltimore and other cities in the US. A President has the power to work with them to find ways to improve to benefit people that he is suppose to serve. Insulting them isn't the best way to accomplish that.

If Trump can get just a few people like Robert Johnson (BET founder) on board, he may well have success. Johnson was a Hillary supporter, but has met with and praised Trump for economic policies that have been beneficial for black Americans.

IIRC I recall reading that if 1 in 6 black voters had flipped from Obama to Romney in 2012, Romney would have been president. Romney won 59% of the white vote but Obama won 93% of the black vote.
