So when will all sides pull together and face a common enemy?
This article suggest they would use it to shut down content but it appears that is speculation on their part.

In other words they would be looking for something like Russia interference in elections. I heard a great comment from Haden when he was commenting on the NSA spying. It went something like "people will complain when you do something and then when something happens they will complain about you not doing something."
As he also noted in that interview privacy is important and a discussion that needs to be had but understand that other countries like Russia or China are not operating under the same rules.

Maybe, but I can see a legitimate defense need. For instance, what if Iran flooded US social media, and forums like C-D and reddit with a rumor that the US water supply had been tampered with and we are all being exposed to Ebola virus. How is something like that countered? I think it is reasonable for the military to research how it would defend against such attacks but whether they actually do it is another matter.
