An allegation has to mention (1) what was done and (2) what law or executive order was violated!

That is straight from the whistleblower's report that he says in absolutely clear, unmistakable English that he is alleging that Trump is guilty of wrong doing. You didn't ask for specifics, you simply said no one is alleging wrongdoing, and I showed that you were wrong. If you want the specifics, there are NINE PAGES OF WRONGDOING documented in the whistleblower report.

Trump is the Executive. He does not work for Congress. The "Whistle Blower" is Adam Schiff. No one else.
Schiff even tweeted about it on August 15th & the 28th, Then this document appears, with legal footnotes already prepared, for immediate litigation.
The call transcript debunked the parts left out of Schiff's prepared document.
And just this Monday, right before the report came out, the Intelligence Community Whistleblower protections were changed.
And a month earlier, in August 2019, the form for making whistleblower complaints was changed to allow complaints based on hearsay. This isn't a "whistleblower"; this is a part of a conspiracy to remove the President.
