"Yovanovitch reportedly created a list of individuals" ... reported by whom? Who is making this allegation? the article does not say. It could be an invention of the person who sold this article to Judicial Watch.
A respectable journalist would indicate "who" is making the allegation, a name is not necessary but the source should be described ... an employee of State? ... who among us would even know that such a list actually existed? ... no such information is offered.
Anyone can make an FOIA request for even the most nonsensical thing, will this author follow up with another article when the State Department sends back a response that says "there is nothing to give you" ? Will the author offer a correction? ... no, they won't.
This article looks like a disinformation plant. The idea here is to sow doubts in people's minds, it doesn't have to be factual and it doesn't have to be followed up, all that is necessary to accomplish it's goals is to make an unfounded allegation.

Thread title being a lie is the point.
Works like this:
Post lie in thread title > people respond to refute lie > thread stays at top of page > low info people are incapable of reading more than headline > low info people move on to parrot lie all over other threads. Now you have a self reinforcing propaganda loop.
According to insiders Giuliani is spreading documents and arguments out. That's why the source is noted like it is in the OP article. Trump just threw the guy under the bus so he is going to plan B, problem is no one REALLY knows when Giuliani is telling the truth.
She has worked for four Republican administrations and two Democratic ones. No one knows how she has voted.
Her first two appointments as ambassador were under Republican presidents.
Career civil servants know how to do their jobs in a non-partisan manner, it is a point of pride for these professionals.
As to whether she is corrupt or not, I doubt it. She actually has a reputation for integrity and fighting corruption, while you have only wishful thinking, which is influenced by a partisan need to discredit and build a false narrative about her.
