It's not just defunded police. What we're seeing is the "Floyd effect", much like the "Ferguson effect" in Ferguson after 2014 and the "Gray effect" in Baltimore after 2015. Except unlike the latter 2, the "Floyd effect" is not confined to a single city because riots in the name of Mr Floyd were permitted to happen everywhere. Now we are seeing the fruit of it. The defunded, or in some cases demoralized, police presence is certainly contributing to the "Floyd effect.

This brings us back to the question we started with: Did the City of Austin “defund” the police? In short, no, it did not “defund” the police, apart from a 5 percent budget cut. Not only that, if the council reverses itself on the cadet classes, the budget cut this year might actually be less than that, because cadet salaries and training amounted to about $7 million of the total $20 million cut.

If you're not going to use your police to keep the peace, arrest the lawbreakers, protect the law-abiding citizens etc., why bother to fully fund them?
Defund the police, and let them wither away.
